Windows Operating System provides pop-up menus for Start Menu items to allow the users to quickly navigate through the options. We need to enable this feature by making some changes in Start Menu properties.
This articles explains the changes necessary to enable pop-up menus for Start Menu items.

Step (1). Click right mouse button on Windows Start button. It will display a pop-up menu.
Step (2). Click on Properties menu item. It will open “Taskbar and Start Menu Properties” dialog.
Step (3). Click on “Start Menu” Tab.
Step (4). If Start Menu check box is already selected, follow the below steps. Otherwise, jump to Step (5).
Step (4a). Now click on Customize… button next to Start Menu check box. It will open the Customize Start Menu dialog to allow the user to customize Start Menu.
Step (4b). Click on Advanced tab.
Step (4c). Now check the item “Enable dragging and dropping” from Start menu items: list.
Step (4d). Click on OK button to save your changes.
Step (5). If Classic Start Menu check box is selected on “Taskbar and Start Menu Properties” dialog, follow the below steps.
Step (5a). Click on Customize… button next to Classic Start Menu check box. It will open the Customize Classic Start Menu dialog to allow the user to customize Classic Start Menu.
Step ( 5b). Now check the item “Enable dragging and dropping” from Advanced Start menu options: list.
Step (5c). Click on OK button to save your changes.
Step (6). On “Taskbar and Start Menu Properties” dialog, click on OK button to apply the changes and close the window.
Now Windows allows to right click on Start Menu items.
